From what country? Canada has some funny immigration laws...best thing to do is call the Canadian Embassy in your area for info.

The basic questions you need to ask is whether you have the qualifications to do so.
1. Education (at least a degree)
2. Experience (2 years or above)
3. Money (To pay the visa processing fees & initial settlement expenses)
Check out websites which provide you information regarding the migration process & free tests to find out if you may qualify or not.
