Not all cyclists have a death wish ,some careless riders gives the rest a bad name.
Rules I abide by when cycling at night:
Don't ride at night unless its really necessary
Ensure you have lights front and back and that they work properly.
Wear reflective clothing
Use cycling lanes if available
Give way to traffic and pedestrians
Ensure your bike is roadworthy
Carry a phone in case of an emergency
Help out other road users in an accident if you can, you could save a life
Saying that everyone is riding in the dark without lights is untrue.

The law requires that all cyclists must display a constant white light to the front and a constant red light to the rear between lighting up times. Until recently, flashing red lights for the rear were not legal, as the law did not allow for LEDs in bicycle lights.
But then the law also says that you cannot use excessive speed, drive whilst using a mobile phone or doing your hair, or use your front fog lights when it isn't foggy. The law is only any good if it is enforced.
I have full driving licences for cars, hgvs and motorcycles, and I am also a cyclist. Having a driving licence does not absolve you from paying attention to what you are doing and what other road users are doing. If anything, cyclists have more right to use the road than most other users (except pedestrians and horse riders) because the bicycle was invented long before the internal combustion engine. But like bikernoj says there are cyclists and there are people on bikes...

Cycling in the dark without proper lighting is a death wish! A rear flashing light and front headlight should be mandatory. Additional light should include a head light and reflective clothing.

Of course!
Don't you with your car?
I always use lights, and most I of the cyclists in California I see have good lights (albeit more experienced cyclists).
However, I was commuting home one night and my $130 headlight went out while I was riding. So I was riding with my taillight as my headlight (bad idea) and trying to make it home. What really made it bad was that the power in my town was out for the night, and a lot of crazy people started to come out in the streets. I was on the sidewalk (the exception to the rule, it is illegal to do that here), and some guy in the pitch black jumped out right in front of me, and I could only see the cigarette he had. He started to ask me questions, and oh boy, did I jam out of there!

Yeah, who knew that having a driver's license made YOU responsible for looking out for pedestrians, pets AND bicyclists? I mean, how is a room-temperature I.Q. person supposed to talk on the cell phone AND pay attention to the road?
The world is just so UNFAIR sometimes!
Look, there are cyclists, and then there are people with bicycles. You will SEE a cyclist. Please understand the difference.

It does seem like some do, especially the ones who wear dark clothes as well, weave about all over the place, and think they`re the only thing on the road! I also think the majority have a disability, `cos they only seem to have 2 fingers!

I agree, they scare me half to death! Having not had a driving licence for long, i'm still a little wary anyway. Have you noticed a lack in people wearing bike helmets also? What are they thinking??!!
