It is not becaus of any interference with the navigation equipment. If it were, it would be an FAA rule that prohibits it and not an FCC rule.

The FCC prohibits it because older phones and cell tower systems would run into a problem with a phone at elevation using more than one tower. Today, no such problem exists and the FCC is considering a proposal that would allow the use of cell phones on aircraft.

The rule about turning all electronic devices off during take-off and landing is an FAA rule and probably won't change.

Edit: The CMU study from what I understand is quite flawed in that they used cell phones within inches of antennas and other components.

The use of mobile phones on aircraft is generally forbidden during flight because some level of electromagnetic interference is theoretically possible from active radio transmitters. Exactly how much and in what way is dependent on the particular phone system in use and the plane component in question. One area in which interference would be most likely is in the radio-based audio equipment used for voice communications between the aero plane and the ground. The mobile phone transmitter is much closer to the receiver on the aircraft than the ground station, but operates at a lower power than the ground station. Some mobile phone systems such as GSM may cause an irritating buzz which would certainly disrupt communications from the pilot to ground. The high speed of air travel may make interference more likely than it would otherwise be. The maximum speed of travel in a mobile phone system is limited by several factors, frequency changes, rate of change of timing offset, etc. The speed of an airplane often exceeds these (typically phones are designed for use in a fast car) which means the mobile will fail to register to the network and retry registration repeatedly

The FAR's mandate on comercial aircraft, all electrical devices are required to be turned off on take off and landing... they do not have a choice.

The reason why during level flight: is that they can interfere with the GPS antennas used for the FMS's (flight management system). Which the autopilot uses via the 429 bus.

This is the real reason why they are to be turned off.

The emmisions from cellphone have not been proven to NOT cause interference with any components on the aircraft. So for safety they are switched oof in case any cellphone does cause interference with any component that plays a part in the control of the aircraft.

the flight attendant or pilot will ask you to switch it off because of the interference with the navigational system. Without the navigational system, you will never be able to get to your destination. Just joking. But anyway, it interferes with its nav. system and may be harder for the pilot to command the plane.

You can carrya phone. There should be a feature on your phone to set the phone to flight mode or switch it off.

Because some cellphone models have been known to interfere with the cockpit's on board systems, such as their radar and GPS to other planes.

They create noise in the pilot's headsets. And they tie up wide-spread areas, as they are within range of many cell towers.
That's the main reason.

It is due to interference with navigational instruments such as GPS. An interesting read is here if you fly a lot, you should read it.

just a little power trip those people get off on...
like forcing you to wear a seatbelt or not smoke on a plane.
pretty soon we'll all be required to keep our clothes on at all times when flying.
