Jesus had been asked why he did not fast like John and the Pharisees. He was saying the Pharisaical way of interpreting scripture and God's will was out of date and that practices such as fasting for purely religious reasons were no longer meaningful. Rather than attempt to justify his lack of conformity in the context of existing understanding of Torah, Jesus indicated that his whole outlook was incompatible with it. Their "old wineskins" couldn't handle his teaching, which said practices must have a purpose beyond simply making one "holy". Fast when there is a reason to be sad, not because you think it somehow makes you better than other people.
Expanding on the parable, one could say Jesus saw the Pharisees' interpretation of Torah as a series of patches added on, holding themselves together but distorting and degrading the original concept. Their foundational point of view, in Jesus' eyes, was worn out and needed to be replaced with a new one, free of erroneous additions. One could interpret this as rejecting Torah outright, or one could understand that Jesus was only rejecting the interpretation of Torah, suggesting that their legalism violated its true spirit.

Are you sure you have the chapter and verse right? Luke chapter 13 does not have verses 36-39 it only has 35 verses.
My interpretation of this passage is this: You would not put new wine into old wine skins so why then would we take ourselves with this new life inside of us and put it in the same old dead places and situations. The wine represents the new spirit inside of us the Holy Spirit and you can not place the new wine in old skins because they will burst and the wine (the spirit) will spill out. You see once you have given your life to Christ and are filled with his Holy Spirit you can no long go and sin and live the same old life that was sending you to hell. This parable goes very well with this scripture, 2 Corinthians 5:17 "Therefore if any man be in Christ, he is a new creature: old things are passed away; behold, all things are become new.'' You get new wine skins for your new wine!

We must be born from above, or born again.

It's like this.
In Biblical times, wine skins were used to ferment wine. The skin would stretch when the wine is being fermented. If you put in a new batch of wine in old skins, there isn't any more give, and they will burst.
Fabric shrinks. The old fabric, let's say your jeans, has already shrunken. But if you put on a new patch that hasn't shrunken yet, and you wash it, it will shrink and tear the stitches.
In other words, You cannot begin a new life with Christ which is new and wonderful, and still hang on to the old life. It doesn't work, and your life will tear.

I actually don't have the verses you reference in my bible. I do remember the parable though from Luke 5, Mark 2 and Matthew 9.
My understanding of it has to do with how in Christ we have new life. We can't just add Christ onto our old life, it'll be a wreck. We must be born again, we must accept the new life Jesus offers. Jesus can't be just sewn onto an old self. We must receive the new self. A new creation.

He was saying that you can't find the truth if you are viewing the world from your old belief system.
If you want to understand new ideas you need to scrap your old ways off looking at things.
For a far better explanation of this than I could ever give you. Get a copy of the course in miracles. There Jesus goes into great detail explaining this and other ideas that the bible does a poor job of explaining.
