The Holy Quran : Chapter: 4 (Al-Nisa'), Verse:92

[4:92] You will find others who desire to be secure from you and to be secure from their own people. Whenever they are made to revert to hostility, they fall headlong into it. Therefore, if they do not keep aloof from you nor offer you peace nor restrain their hands, then seize them and kill them, wherever you find them. Against these We have given you clear authority.

The Holey Quran was sent down in stages for 23 years the verse you are speaking of is this one but the reason was the enemy of islam at the time broke the peace treaty with the Muslims the Quran is vast only the people with knowledge can intrpet the true meaning .

The Holy Quran : Chapter: 2 (Al-Baqarah), Verse:191

[2:191] And fight in the way of God against those who fight against you, but do not transgress. Surely, God loves not the transgressors.

if you done't beleive in god....

you must attack that town and completely destroy all its inhaditants, as well as its livestock. Then you must pile all the plunder in the middle of the street and burn it..
