generally no. Just like people, dogs stop cycling after a certain age. She's very old for a dog of any breed or size, and her body will keep her from getting pregnant because in all fairness, having puppies would probably kill her at this age.

At 13, she's much too old and fragile to have pups (if she is capable). Since you said that she hasn't had a heat cycle for 2 years, she has probably reached the dogs version of menopause in women; therefore, not able to breed.

No no no! Don't do that! It's only healthy and safe for a female to breed between the age of 2 and 6. That's all. Don't try it.

That is sad. In order for her to "tie" she HAS to have been in heat. Otherwise she would not be able to. Too bad she didn't have a better owner that had gotten her spayed. They better get her to a vet and get her checked out! She should not have the litter!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

OMG!! That's a death sentence. Get her to the vet and have them spay her. At her age hr hips have set and she WILL die during labor.

no, the heat indicates that there are eggs to fertilize. Without a heat....no puppies.

It is possible, yes. As they get old, it's not always obvious when they are in heat, and you can easily not recognize when she is, as she'll act no different.
