If they work for the Job Centre and have done something to warrant being sacked you shouldn't worry too much - they'll know they're for the chop already.

It's almost impossible to get the unions to agree to sacking someone in that service so they've been pretty out of order.

Just be nice, be apologetic but let them know that they have left you with no alternative.

Sit them down inside, have a talk with them. Try to be casual.

It all depends on the job and the conditions of the firing...but I would say something similar to:

"I'm sorry but under the present circumstances we have to let you go. If you need a recommendation letter I will be sure to give you one in which I will accurately describe your stay here. I wish you well in the future and hope things go well with you."

That's a condensed version but something similar.
