Does the current state of Iraq support Paul's view? If it does not support it, where does it stand in light of it?

Did/does Iraq need Saddam?

Not a question of "need".
Yes, the current state of Iraq supports what Paul says.
Of course, when the state insists that you go against God, you cannot do that. But for the rest, you respect your country's rulers. Whether that ruler is Saddam, George Bush, or anyone else. You might deplore what the ruler is doing. The only time you disobey is when it is a question of choosing between the ruler and God. Paul wrote in the time of Nero.

As with a husband if he is under Gods authority and willing to be dealt with by God and His word, not the self serving word we often fall temp to. but the will of God. then he is given an honorary position not a dictatorial one which the one allows them self complete headship. When a leader is under God. all know this to be so. When Saddam bows before the Lord and gives of himself all that Gods asks then he would be worthy to stand among his people in my opinion.

Is it rulers being accountable for their actions? Leaders being held more responsible for misleading people? That would be reserved for Judgment Day.

I do not put any credence in what Paul said. So, what he said has no relevance to our world.
