a psd file is a photoshop file.
Open the file in photoshop and then go to file: save as and choose to save it as a jpeg

I'm not sure you can open it in "MS Paint" but try opening it in that and then saving it as a JPEG.

GIMP will open PSD (Photoshop) files. Then you can save them as a JPEP/JPG. GIMP is free/open source. www.gimp.org
