Theyre from playing. They scab over and because of the fur you dont notice them until they are puss filled and oozing.
The hair around them needs to be completely shaved down, the wounds need drained and rinsed, and then treated with something like neosporin or benadine liquid.
Once they are clean, leave them OPEN, dont cover them. Put either a salve or the benadine on them once or twice a day.
If your dog is particularly small, and the wounds are particularly large, he may need treatment with antibiotic if they are not healing well on their own.
But generally so long as you keep them clean and open to air they will scab back over and heal properly.
My dogs have gotten them before. Puppies tend to play alot and maul eachother, resulting in little abrasions to the skin, and because of all the moisture from their drool and playing, they get wet and infected.
Clean them, monitor them, and the dogs activities. They'll heal.
If youre concerned you can go to the vet, but i'd wait until atleast two days after treating shows that theyre not getting better. Dogs have excellent immune systems, and barring any skin condition or disease, they heal quite nicely when cleaned and treated with OTC medications.

You're not sure what they are, so you really shouldn't self medicate.
When in doubt, call the vet and ask them what they believe it is. If they want to see your dog, then bring her in and allow the professional to determine what they are and the course of treatment.
Treating the wrong way opens the door for future problems and higher vet bills. If they are growing, then it could be abcesses and they could be infected. All the vet to decide and medicate as he sees fit.

It could have been stung by a bee earlier or snake bite maybe a spider whatever the reaction a vet should check it out

VET. NOW.
Your dog has an infection of some sort, she needs immediate treatment, and if you don't get it for her it could get into the bloodstream and kill her.
