Air travellers in the United States could soon find a monkey sitting in the seat next to them after a report by the US Department of Transportation said that passengers who rely on their pets for "emotional support" may be able to bring them on to flights.

Previously, permission to take animals into the cabin was granted only to those with physical disabilities, most commonly to blind people with guide dogs. But the airline industry and advocates for the disabled have lobbied the US government to extend the criteria, since Americans now use a wider variety of animals, including cats and monkeys, to help them.

The transportation department report, published last week, said: "Whereas in the past most service animals were guide dogs, today persons with disabilites use other animals such as cats and monkeys. Service animals assist people with their disabilities by performing a wide variety of functions, such as pulling a wheelchair or alerting a person with epilepsy that a seizure is imminent. Other animals provide emotional support for passengers with mental illnesses."

Those wanting their pets to join them in the cabin for "emotional support" will need a supporting letter from a doctor or pyschologist. Animals considered to pose a public risk, such as snakes, spiders and rodents, will not be allowed.

In Britain, the Civil Aviation Authority said allowances for animals were made on an individual basis, subject to all quarantine measures being fulfilled.

"Provided the animal can travel in an approved container and fit under the seat in front, there should not be a problem. But it is best to check with the individual airline," said a CAA spokesman.
