Since anyone who claims to have been ordained by god is probably mentally ill, i'd go for the philosopher.

It would depend. Did the person decide he was ordained by God? Or did the society? Or some religious personage? In whatever case, we would have no assurance. If he were really appointed by God, then in that case he would be the better person to rule. One would have to take into account, however, that God could ordain a ruler in punsihment for a nation (some say we all have the government that we deserve - I'm not convinced, though).

No one is ordained by God, thats a ritual created by religion, the only truly qualified leader is God, all others will compromise ethics and morals in the arena of politics.

Of those two I would say philosopher, but in general I wouldn't want either ruling my world.

there is no authority except from God, it is mentioned in the Bible. so if u ask us christians, we'll tell u all authority came from God.
