can 23 year old woman have children that are 16 years old?

If they are her step children maybe. But I think she would have had to have been 6 or 7 to have that child...So I doubt it.

It's extremely unusual, but it has happened. There was a girl who lived in my town when I was in elementary school who had a baby at 7. She had gone through early puberty, so she was already having periods. I believe she was molested by a family member. I was told about this by the school guidance counselor, who knew the girl and her family.

SHe would have had to be 7 years old when she gave birth so i don't think so.

Medically possible but more likely it is a step-child.
