Yes there are many examples and references. Romans 8:28 is too a good verse. And the story about Joseph. There is also a good verse in Romans 9:21-23 to show that God can do whatever He wills:
21Has the potter no right over the clay, to make out of the same lump one vessel for honored use and another for dishonorable use? 22What if God, desiring to show his wrath and to make known his power, has endured with much patience vessels of wrath prepared for destruction, 23in order to make known the riches of his glory for vessels of mercy, which he has prepared beforehand for glory--

The mere fact someone turns away from a life of sin and accept Jesus Christ God has changed him/her from evil to good.
In infinite love and mercy God made Christ, who knew no sin, to be sin for us, so that in Him we might be made the righteousness of God. Led by the Holy Spirit we sense our need, acknowledge our sinfulness, repent of our transgressions, and exercise faith in Jesus as Lord and Christ, as Substitute and Example. This faith which receives salvation comes through the divine power of the Word and is the gift of God's grace. Through Christ we are justified, adopted as God's sons and daughters, and delivered from the lordship of sin. Through the Spirit we are born again and sanctified; the Spirit renews our minds, writes God's law of love in our hearts, and we are given the power to live a holy life. Abiding in Him we become partakers of the divine nature and have the assurance of salvation now and in the judgment. We know that God causes everything to work together for the good of those who love God and are called according to his purpose for them. For God knew his people in advance, and he chose them to become like his Son, so that his Son would be the firstborn, with many brothers and sisters.

In Genesis, Joseph tells his brothers "What you intended to harm me, God intended for good." He'd been sold by his brothers into slavery and God used him to save the nation of Egypt during the 7 year famine.
