It is hard to tell their size in that picture, but they are most likely American Eskimo puppies:

those puppies are samoyeds. i am positive. they are beautiful but have really thick white hair when they get older.

They look like they can be one of two things (which depends on the size they'll be, full-grown):
American Eskimo
