Wash with a soapless cleanser like Cetaphil. The Jurlique range of face care products are also very good, and so are their moisturisers. Not sure about rubbing oil onto the face!
If you have a skin condition such as eczema, you may also be seeing the effects of this. You may benefit from some specialist skin care advice. I'd try to avoid chemicals as much as possible by eating healthily and organic food as much as possible, lots of veg and fresh fruit, less meat, less alcohol, no smoking. Hope that helps.

There is an oil I found in a local health food store that I've found is great for dry skin. It is available at Vitamin World.

Another thing you can do is hydrate your skin from the inside out- literally. Try drinking lots of water.
