Is this just the general population or does it mean people who have been freed from slavery?

It is the general population. There was a separate schedule for slaves. It listed the slaves, without thei rnames, by age, sex and if mulatto or black, plus the full name of the white person who owned them.

Hey Many Moons,

Free was interpreted to mean several things a that point in time,
1. Not Indentured (like an apprentice that worked their way over to the United States, and would pay his debt then be free)
2. Ex-Slaves with papers
3. Non-Slaves
