If you're stationed there, military ID and leave papers is sufficient. Since the issues here is between the US military and the Germant government.

They recieve a visa to travel. My husband is stationed in Germany right now actually. However, spouses and other family members need passports to travel there.

I don't think so, however it takes a little time and money to get a passport.Get a passport and then think about living the US without visa.Get a passport.
