It's definitely not cheap but it is not more than any other major cities like LA or Vancouver. Let's just run down the range of basic necessities.
Residential rent - From US$1 - 4 per sq foot, you'll find many higher but not much lower. Ownership starts at US$150 per sq foot for older units to US$1500 per sq foot for newer luxury units. Again, the sky is the limit.
Cars - Take everything from sale price, tax, licencing, insurance &the price of gasoline and multiply by 1.8 of the US level. That would be an average cost. Public transportations cost between US$2 - 6 per day depending on the amount of communting you do.
Food - You can live fruglely with home made meals or many of family restaurants on a daily budget of US$10 per day. But if you feel like celebrating, I can take you to many fancy restaurants that will be happy to charge you US$1000 per head any day of the year. (BTW, that does not include any alcohol)
Cloths - The basic wardrobe can be had for a song unless you work an office job. Then the basic suit and tie etc will set you back about US$500 so you have a few shirts and suits for rotation. Casual cloths are cheap.
Bottom line, if you are single. You will need about US$1000 each month to survive. Couples can do better with about US$1500 for the two together. That would be proverty level for many cities whether it be US or anywhere in the world.

It would be a little difficult to calculate because this would really depend on your spending habits, location, and others. For instance, if you live near your workplace in Hong Kong, the travel cost will be cheaper as compared to if you are in Singapore and live far from workplace or vice versa. Personally, I think Singapore has a more expensive cost of living. My reason behind is by weather...Singapore weather is hot, you constantly need fans and AC to cool down. Whereas in HK, they have cold weather so you wont be needing much electricity in AC and fans. Just a little bit of difference though.
