Try to strike up a conversation.Maybe have a get together of most of the people in your building, and then talk to him. Smile, be yourself. Something cool would be to put up a paper on the door when teh party occurs, and have people write their name, apartment number, floor, and phone number on it. Write yours too, and if he's intereseted, he'll call you. Dont walk around naked or dress slutty, you want him to be interested in you and your mind, not your body. Now, after you got something started, maybe you can wear something provocative, but dont overdo it.

Wear some tight jeans and some heels. And when come your way bend over. If that don't catch his eye then he probably batting for that other team
