I would like to put them on my grandfathers grave. but don't know if I need permission. If so who do I contact.

You can call the local Authorities there and they will tell you who to contact !!

I did this with my Mums ashes from England to Northern Ireland. You get a letter from the crematorium stating what is in the Urn, take it onboard the plane with you. However, this was 10 years ago before the security measures, then I didnt have to put the urn thru the xray machine because I had the letter, now they might make you put it in the hold.

There is no law saying you need special permission, depending on how you feel yourself you can put the ashes in your suitcase in the hold without saying anything.

i cant see there being a problem with this talk to the parish priest at the place your grandfather is at rest and ask him what to do next

As a matter of courtesy, I'd phone the parish priest of the church where your grandfather is buried.

no problem at all.
Sorry for your loss but I can empathise with your desire to bring his ashes to his father.
No permission required - maybe visit the church & introduce yourself when you arrive.
