It means he wants to "save face" and that means he has to be the one to break it off.
It really means he is too posessive and clingy and it is all the more reason to break it off with him... sometimes it is easier though to temporarily get back together and let that happen...
sometimes you just have to be firm and say enough is enough...you are not going to stand for any more ploys and saying he won't "let" you break up is just plain wrong.
you will have to figure out some way to let him down as you see fit.

I guess it's bcos he's too fond of you that he thinks without u his life will be useless and miserable. He might feel all he's built and acquired for himself will come crumbling down if u break up with him and most especially, i think he loves you so much.
