all i want to do is talk to her and hear her voice but she wont answer her cell phone that i bought for her. how do i go about being able to talk to her?

deal with it
you cant demand anything from her at this point, as she doesn't play a vital role in your life anymore.
give her time, she may come around.
give her some space, about a week.
then try again with the calling.

The point is that you don't make her talk to you. You cancel the phone and move on with your life. She's made it clear she doesn't want anything to do with you anymore.
That's why she's your EX. As in no longer yours.
