It means that the microbes in our earth will not be able to break it down in to it's constituent parts to be reused in other systems. Biodegradeable matter (pretty much all organic matter), is broken down by detritovores (microbes and insects that live in leaf litter). The break up the matter into useful molecules that are 'recyled'.

That means that it will not break down. Most of the time it is stuff like plastic where if you leave it outside, it will stay plastic. Some things, like paper or cardboard, will essentially dissolve or break down into the soil and dirt. Food is degradable because it will rot, and break down into the soil.
