you will not be able to make your butt smaller without making your legs smaller.

what your friend wants to do is spot reduce, lose fat in one spot..that is not possible because you can't. If you lose fat..other parts of your body will also lose fat

There are exrecises which specifically "target" the glute muscles but there are no exercises which can specifically work that area without working another muscle group.

Exercising ANY muscle group will require the work of other muscle groups. The difference is "targeting" the specific muscle group which requires learning contraction of that specific muscle.

Therefore, exercising to reduce the size of the glutes requires cardio workouts, which requires use of the legs, in most cases. When exercising the leg muscles, they WILL tone or build, depending on the exercise involved. If you are concerned with "building" leg muscles through cardio exercise, you won't. They will become toned since the muscles will shape and the fat will burn.

THe final fact of this equation is not a pleasant one. When trying to lose weight through cardio exercises, the body will burn fat in the areas which contain the "LEAST" amount of density, then work their way to the more densed area. This simply means, for women, the buttocks will be last and for men, the belly will be last.
