If, as the experts have predicted, these items are running out, why do we continue to build more houses when there are always so many for sale / rent / lying empty?

there are only empty ones because people move around. if there are 1000 empty houses one month and 1000 two months later, they won't be the same houses, just people moving around and the empty ones are changing hands.
You're right about the resources though. More people and less resources means a real sh!t-storm is brewing. We need to either seriously alter 'western' lifestyles or reduce the world population to about a quarter what it is now.
Would you like to present either of these solutions to the public??

Wrong about the fuels. Mother nature has recycled our air system for millions of years and the plants are a good partner to our survival. The plants take in CO2 and give back oxygen by photosynthesis.
The same process is also recycling our fossil fuels all the time so we will never run out. The leaves of plants will fall off and wash down rivers to deposit in a delta where it will decompose into gas ,oil , and after a long time will change to coal.We need to use more coal as that source is predicted to last 5 hundres years. The oil and gas need to be reserved for vehicles . Coal is difficult to use in cars.

I would say for profit by the building industry we should repair and recycle older and derelict buildings since the government says we should do this with everything else
