1. Muhammad Ali-hands down the fastest Heavyweight of all time, his speed was blinding speed and it came frequently via a combination of punches (not 1,2 more like 4,5,6 punches).
2. Floyd Patterson-had a pair of the fastest hands in Heavyweight history, also an exceptional combination puncher.
3. Joe Louis-fantastic hand speed, so quick that when the punches reached their target, the momentum produced an "explosion" of power.
4. Mike Tyson-his hand speed was quick and explosive. Much like Joe Louis in the way the "coup de gras" would knock a guy out before they even saw the punch coming.
5. tie Sam Langford/Larry Holmes
In Jim McNeill's book, 'They Could've Been Contenders' he writes of Langford, "For over twenty years he (Sam) would continue to astound against the very best, but no champion would ever risk his crown against him." Ironically, that applied to Jack Johnson most of all. As the World Heavyweight Champion, Johnson defended his Title against only one black fighter, Jim Johnson.
Jack J. did have a victory over Langford (Sam 155lbs vs Johnson 189lbs), but once he became Heavyweight Champ he wouldn't accept any of Langford's challenges. He knew Langford would have beat him in a rematch at equal weight.
McNeil went on to describe Langford, "He had Tyson-like KO power, blisterring fast hands and scorching combinations, a skillful jab, a great all around offense in which he threw lots of punches and was very aggressive. He also had very good defensive skills and could counter well."

Good question Frank. You have to go with Ali at no.1 no.2- Floyd Patterson 3. Michael Dokes (in his prime Dokes had the hand speed of a middleweight) 4. Mike Tyson (had a combination of speed and power) 5. Chris Byrd (stop laughing! remember that fight ending flurry against Jimmy Thunder?).
