They have a scar where the cord was attached but not anything comparable to a human belly button...;

Yes they do but they are not normally very obvious and become more like a small scar than a human belly button (umbilicus).

Umbilical hernias are quite common in pups - they usually look like pea - sized lumps but they can be much bigger. Most of them never cause the dog any bother but occasionally some surgery is required to repair the hernia.

When I buy a pup I usually check for any umbilical hernia. They are so easy to spot - it wouldn't put me of getting the pup but I would want my Vet to look at it just in case.

Most only have a small scar where the cord was attached. But I have a 8year old Shih Tzu, and he has a belly button that looks exactly like a humans.

All mammals which are contained in a placenta have "belly buttons" it is the ^point at which the umbilical cord is attached in puppies you don't always see it because it can be covered with fur

To answer this question ask yourself, do puppies have umbilical cords?
Every critter that is born with one has a belly button. If it is a "inny" or "outy" is another question.
