How do I find the owner of a car by vin number free?

Assuming you are in UK, the short answer is you can't. You need to access the DVLA computer and individuals aren't permitted to do that. Once upon a time, you might be able to find a friendly copper to do it for you, but that is now virtually impossible, as their access to the computer is logged and has to be accounted for.
