Can you exceed the building regulations which state the rise of a stairway should be 42% when converting a barn into a two storey holiday accomodation and replacing the ladder to the upper floor with a new staircase. Space is restricted. Also when a certificate of completion of building has been issued, does that imply that all building work carried out within the property in question conforms to building regulations.

even a tilting building can be given a certificate of completion
it only conforms they meant are that all the engineers involved
in the building works has submitted their paper and signature
as required by law

The staircase design should be legal as per the norms, because building regulations are stated on the best security and safety basis.

You should stipulate which country you're in and asking about, otherwise you'll get a load of rubbish from over the pond that has no bearing on the matter in this country! Treat all answers therefore, as suspect unless they stipulate the country they're talking about !
