if the computer comes up with that little box which says someone has just signed in, and thier picute on it. does it mean they are trying to email you or just signing in, Theri is that orange box that flashes as well. I don,t want to pester people that is all if they do not want to talk or are busy on the net,

Yes that means that t hey have just signed into Yahoo messenger and that box means that they have sent you a message and are trying to chat online with you. Bring it up to full screen next time you see that orange box flashing and say hello!!

when it says someone has just signed on, it means they are just signing in, doesnt mean theyre trying to talk to you. however (i dont know which instant messaging program you use) generally the orange box means they want to talk to you.

means that they have signed in ...When they email you ,you will be notified that you got a mail from someone but there will be no picture of them there!

It means that they are on your messenger list and they have logged on. If you don't have your stealth settings on, they can see that you're online too. If you don't want to bother them, don't IM them, let them intitiate conversation.
