It is a phrase that refers to the last part of the month before the current month. For example, if it was November and someone were to say " I got my hair cut late last month" They would mean that they got their hair cut at the end of october.

"Late last month" has several meanings, depending on the context in which it is used; two of which might be:

1. It could refer to "something occurring toward the end of the month previous to the present calendar month"

2. It could refer to "arriving some time after one is expected" on an occasion in the month prior to the present calendar month.

It's talking about the end of last month. Anytime someone says "late last......" they are talking about the end or final part of that time period.

if a female said it to you it would mean she missed her last period and could be pregnant, it could mean a cheque or money into an account was late but my bet is that she missed her period
