This is the best I can come up with.

Well I can only guess that the targets would be things like the vehicle shouldn't leak oil or it should get 20 miles per gallon. So, 'the detailed rules to monitor compliance' would be the detailed rules to check that vehicles are being made so that they meet those requirements at the end of life. (and I'm sure the targets are much different than gas and oil)
And I can only guess that the detailed rules to monitor compliance is the thing that's focused on the link between targets
If that doesn't help, can you give the entire sentence?
