read "which translates into " as "that will bring"

I think they mean :

"The report then turns to the impact of uncertainty over future demand. ALTHOUGH NOT STATED THIS MEANS THAT THERE IS
large uncertainties over the amount of oil.... "

"translates" is not a good choice of words in the sentence.

They could also mean:

"The report then turns to the impact of uncertainty over future demand SO THE NEXT SECTION OF THE REPORT TALKS ABOUT large uncertainties over the amount of oil.... "

But I don't think so. "translates" in that case would definitely be the wrong word. But I don't know... I don't have the report... and I am not worried about the uncertainty of the oil supply....

He is attempting to clarify the intent of the original author who writes "the impact of uncertainty over future demand" by saying that the original author is referring to "large uncertainties over the amount of oil that they need to supply".

"translates into" is a crappy term to use because he is not translating, he is elaborating. Looks like someone was trying to use big words to make their report longer. UG.
