Hi, my name is philip.
I just moved from europe and now I live in michigan...
I grew up with graffiti, heres the thing I started art when I was about 4 and by the age of 10 I started sketching and by the age of 12 I started graffiti.
It became illegal in the 70's and 80's when writers ( graffiti artists ) started to really bomb ( spray in masses ) the trains... and it was actually always illegal if you did it on other peoples property...
And it's not illegal to draw it on paper or canvas and if on your own walls
I do my art on my own walls or on comissioned walls... and canvases etc...

I suspect that damaging other peoples property always was. Especially when the building owner has to eat the costs of cleaning it up.
And in some localities if the building owner does not get the graffiti cleaned up in a timely manner HE/SHE gets fined.
Then...when he/she cleans it up at significant expense...
the graffiti VANDAL hits again.

Pretty much right after the caveguys got done.
There may be a degree of difficulty with enforcement in regards to the crop circle situation. (New agency: Intercosmipol)
