It is not clear whether you are in Tamilnadu or outside of it. It is also not clear whether he studies in english medium or some other medium. If he is studying in non-tamil medium and just has extra difficulty with tamil, it may be mainly due to lack of proper coaching both in school and home. For children, all languages are same as they anyway learn everything newly only. So, if the problem is not tamil specific and general, then you can talk with his teacher and see how you can improve. as he is active in other childish activities, his mental capabilities should be ok only. I guess his school syllabus may not be exciting for him and his school environment dull for him. Depending on your town, try finding play schools. for example, my sister's kid in coimbatore studies in a play school where they have no text books, homeowrk till 5th standard and they learn everything through fun and games. this kind of school may be suitable for your kid. you can try. If its just that his tamil teacher is not good, try teaching him from home by yourself. do not bore him with big text books..but you can buy colorful story books, you can play riddles, tamil word games etc with him. magazines like paappa malar, siruvar malar, sutti vigatan, siruvar mani may be spark his interest. try it. nothing to worry. you just need patience and tact in kindling your son's interest. all the best

He is only 7 years old, and its your fault that he didnt learn to read Tamil at the same time he was learning to read the other language he speaks. Stop being hard on him!!

This is what we call reading "dead" books. If you want him to learn Tamil, create some interesting and fun games to play with him which will indirectly allow him to get in touch with the language itself. I believe it will help in your situation.
Let him relate the words with fun stuff rather than just plain old memorising, which we ourselves dont use when we use our own language
