Theres this girl that lives in my dorm building, and I see her during breakfast every Thursday. How should I go up to her and introduce myself and ask her if she wants to hang out or whatever?

Just be cool and tell her
that you've seen her a few
times and she seems like
a really interesting girl and
you'd like to hang out sometime...
pure and simple!

Throw a party and invite her as well as any of her friends that you may see her with or have seen with her. Dont be weird or act really interested,introduce yourself and just tell her that it would be nice to have a few new faces so that people in the dorm would know each other a little better. if she comes, go talk to her and just use simple convo. if she doesn't come, catch her that next Thursday and ask her what happened and tell her that she missed a really good time. im pretty sure you will think of something good to say after that.

muster your courage and go and see her. try to think of an excuse, e.g, say u have to borrow something or u knocked at the wrong door,etc. then introduce yourself to her and start a conversation. B confident of yourself.
