Let's break this down:

I believe that Reagan did this as well. All amnesty did was make more come. This could possibly work, though, it it had some special tweaking.

Boy, I wish! However, the U.S. doesn't really have that kind of power. Do demand something like this would be a somewhat Communist action, which would go against everything thee U.S> stands for.

The problem here is, along with the last one, is that we'd most likely completely destabilize the world economy by doing this. The U.S. is the worlds (by far) largest importer, but relatively little is exported (compared to the imported) that other countries would want or afford. Also, by moving these jobs, they wouldn't be able to buy from us.
Now, I'm NOT advocating that shipping jobs overseas is a good thing, far from it, but we can't immediately do this, the results could be catastrophic. Also, some of these companies are pretty large, and have some monetary influence over out government. They wouldn't allow it. All that would happen is that a war would start between companies and the government, and more jobs would probably be lost to cheaper-labor countries.
All-in-all good ideas, but the U.S. has embedded herself so deep into the world economy, that we can't make any economic changes without the whole world feeling the ripple effect.

First problem with your idea is that to automatically grant amnesty to all illegals would be a slap in the face to all the people who spent a fortune and waited years to do it legally, this includes the people who are still waiting. Second problem is that all the illegals are poor, so how in the world would they pay back taxes? To make them citizens would open up the flood gates for government aid, which is already terribly over burdened. What we should concentrate on is shutting down businesses who hire illegals, require proof of citizenship to get into any school and receive any government aid and they will go home because there will be nothing here for them. Then secure the boarder, and allow those who have been waiting to get in legally for years, in. As far as outsourcing jobs perhaps the government should slap a very high tax on companies who send jobs out of the country, enough so that it makes it more expensive to hire over seas. That way if they do outsource jobs, at least the government will make money, and more than likely the jobs will stay here.
You still more ahead than most people on this site, at least your brainstorming a solution instead of just b!tching:)

It is a good plan, but logistically speaking, it would be impossible to implement. First, you are talking about granting amnesty to millions of illegal immigrants (and their families that aren't even here), and making it mandatory for them to learn English. That act alone, once amnesty was granted, would be a violation of the freedom of expression identified in the constitution, which extends to include those under the care of the United States. Additionally, since these people have been working illegally, there is no record of how much they have been paid. Collecting taxes would go one of two ways: Either the government would gouge the immigrants with "standard national average" tax based on what they estimate each immigrant has made, or the immigrants would evade taxes and face deportation. Furthermore, there is no way that congress, which like it or not is fueled by big business interest, would pass a law requiring the elimination of outsourced work. It would cripple the economy worldwide.
In closing, while your plan does have strong points, there is just no way to enforce all of its aspects. Especially where money is concerned. Tracking down all the current illegals would cost billions and take years to complete. Also, the problem isn't just ours, other countries have to work with us to keep illegal immigrants out.

If you would like Southern California to become Northern Mexico then Amnesty would work. As soon as you tell the Illegal immigrants they have amnesty then half the population of Mexico is going to pour over the border and when foreigners fly in to the States on visitors visas they are just going to stay here.
Amnesty is a bad idea.

Amnesty is a very good start. The source of the problem will still exist. The source being the Mexican government.It is not just the government but the people that control the wealth of Mexico. Illegal entries will continue because they refuse to take care of their country poor.The poor being the brown skin or Mexican Indians.
If the poor had the jobs to make a living they would probably stay in Mexico.One Mexican put it simply. I had a choice to starve or not to starve as the reason for coming to USA.

It will never happen when these companies have moved the jobs overseas and pay these people an average of less than 50 cent per hour for what our folks would do on an average of 10 to 12 dollars per hour. It would be nice if your plan could work, but sorry to say it is never going to happen.
