The biggest issue is the failure to pay taxes. It is estimated that the government is owed $468 billion dollars by people who have not filed or have not paid.
The congress refuses to offer federal tax amnesty and allows the IRS to spend billions each year to try and collect this. They have not been very efficient and the amount due has been growing each year.
If the government offered tax amnesty as many states have done they would have a voluntary payment of a lot of back taxes. They would get more people on the tax rolls and they may find that they would not have to raise taxes on the rest of us to make up for what these people have not been paying. I am not aware of any state amnesty program that was not successful in collecting back taxes due.
The Congress says it is not fair to the people who pay taxes to offer such amnesty. I say it is not fair to keep spending our money trying to collect when we could save much more by giving up the penalty and court costs and attorney time by letting these people come forth voluntarily.
