A person itches when something has caused the skin to become irritated, be it a rash, chemical or wound, etc. The scratching provides a counter-effect, even pain to the itch.
Sometimes itchy skin is caused by a servere medical problem. If it persists you may want to contact your M.D.

We itch as a defense against something that might irritate us when in contact with our skin. The body then releases histamines, which tells us to itch. People experience allergies when the body releases a great deal of histamines.
