you mean a)productive=producing crops or b)producing just any biomass?

if you mean b) : it could be too salty, too dry, hot, frozen, flooded, etc or conditions too changeable

if you mean b), you can add: too steep slope, or scattered with boulders and rocks so you cant make it into a field, thickly covered by vegetation that is hard to remove or simply too weedy.

Lots of things -- maybe the amount of watering isn't right, the climate and/or humidity could be messed up, the amount of sunlight could be too much or two little, etc.
