The avi to dvd codecs are a free part of K3B, all included in the FREE http://pclinuxos.com that boots in CD, runs in RAM disc.

Windows XP has a program call Windows Movie Maker. You can try that out. I've never used it, but I think you can even edit your AVI clips as well, then you can generate a DVD after that
