I would say both. You can pray God's Word to Him and get your prayers answered. You can speak God's Word and 'call those things that be not as though they were'. It is a win, win situation. May God Bless

Meditation is to mutter, to speak to oneself. Keep on speaking to yourself this verse until the Holy Spirit brings revelation of the scripture to you and writes it on your spirit. Faith comes by hearing and hearing by the word (rhema in Greek) of God (Rom 10:17). When faith for this scripture comes to you in your heart then it will begin to work in your life. See the promises for meditating on God's word in Psalm 1 and Joshua 1:8,9

Seek first the kingdom of God and His righteousness, and all things will be added to you. Don't use God's word and promises as a way to get things to occur when and how you want them. Pursue the things of God for the sake of knowing Him more, He will order your "success", when and if He chooses to, in His own timing.
