If you are referring to what is conventionally thought of as a powered airplane, then the Wright brothers. Anyone who thinks otherwise doesn't know much about the mechanics of flight. The Wright brothers invented the wind tunnel and a means for comparing the lift of various wing profiles. They were also the first to realize that a propeller needed to be an airfoil, without which powered flight would be impossible.

To Clarify a balloon:
In order for a balloon to float, it must displace more air (in weight) than it weighs. By displacing more air... the balloon is now lighter than the air around it. Therefore moves upward. The same is true in water, as both air and water are a "fluid".
Otto was the first person to take flight, however because the Wright brothers were from America, they were credited first.... because remember we didn't have CNN to prove it happened on the spot.

And the Wright brothers made over a thousand glider flights, if I remember correctly. doug hit it with the balloon though, since they are heavier than air.

AND to clarify, the Wright brothers were credited as the first to achieve powered & CONTROLLED flight.
