the system doesnt say anything so im not too sure...

Does it have a copper gas line running to it?? Does it have a vent flu going out the top?

If it doesn't have those things, it's electric.

If the E (electrical) sheets show a run to the water heater, it's electric and
If the gas line diagrams show a connection to the heater, then its gas !
Which schematic is the heater on ? or is it listed on the electrical panel schedule ?
(I'm figuring this is an design question as you put it under engineering and not home maintenance)

If you are talking about a Hot water tank, if you look at the bottom of the tank you should see a small door, if you open the door you will see a pilot light ( small flame). This is a gas hot water tank. If you dont see any of that its electric

Gas will have a (Black)gas pipe going to It and a vent stack on top. Ele will have only a electric Wire going to it.

Does is have electrical wires connecting it ? If so it is electrical. If you are really that unsure, have a knowledgeable friend or relative check for you.
