What causes nippels to become hard/stick out? Something to do with blood flow?

There are several things that can cause them to do that. There are lots of little nerve endings around them and they are sensitive to not only physical stimuli but also to psychological stimuli. There are small muscles beneath the layers of skin and these muscles will constrict when stimulated by the above.

taht happens because the nipple is also made up of errectile tissue, just like penis! hence in moments of excitement or stimulation they too become perked up and stick out!
