You did not say how old your dog is. Often young dogs will chew on everything when they are teething. If it is a young dog it will eventually go away.
If however this is a mature dog then that is another matter. There are a number of products that perport to repel dogs. My mother used to use black pepper to keep dogs and cats out of her tree. But all of these products have to be applied daily.
I would suggest you look into Invisible Fence. They put down a wire that sends a signal to a collar and the dog gets a shock if it gets too close. It works quite well with my broader collie. All there are some really good remote training collars that operate on a similar basis to train dogs. Tell the dog NO.....then when it starts to chew the tree.......shout NO and send a correcting shock. It does hurt the dog but then chewing X-mas tree lights could hurt even more.
The invisible fence would work best but the remote training collar is more cost effective. I broke my dog of chasing my neighbors cats with the remote training collar and you know how dogs hate cats. Her cats can walk all around him and he turns and walks away.

Weiner dogs aren't very tall. You should just leave the lights off the lower part of the tree and put them only on the higher part of the tree where he can't reach. Is there a way you can run the cord off the tree onto a piece of furniture to an outlet behind that piece of furniture? That way he would have no access to the cord.
Sorry...I didn't really read the question well did I? So these are outside lights huh? Well, I still say they need to be kept up higher and plugged into an outlet out of his reach if that is possible. Or maybe you could wrap the cord in a towel where it is near his reach and spray it with something that tastes bad to dogs.

If you normally let your dog out w/o a leash on, I would stop this while you have those lights down. If your dog gets hold of these and chews them, it's no joke. I knew a dog who died from doing this, and it was very painful for the dog and her people!
If you need more control over your dog (sounds like he's surprising you a lot with his chewing choices - ) you might look into getting a Gentle Leader. These head collars are available at most every pet store and come with a DVD so you can learn how to use one with your dog correctly. Good luck!

You can spray a product called Bitter Apple on the lights. You would probably have to spray daily until the dog learns to not try to eat them.
Can you put them up high where it can't reach?
You can also provide some large Nylabones outside for it to chew on.
