This is taken out of context - without any other sentences to go by, the meaning is rather unclear. It is like saying, "I am getting it repaired because the keys don't work." Without any other information, you have a limited understanding of what that could mean. But if I said, "My piano is broken" first, it would make a lot more sense.

It sounds like the person is saying that he understands why someone is treating their wife badly (she is irritating), but "who am I anyway" means that he is in no position to judge someone else for their behavior towards their spouse.

I'm a native English speaker, and I don't understand what they are saying, either! One thing I can tell you: "the dickens" doesn't mean anything. You could say, "what is that?" or "What the dickens is that?" and it means the same thing.
