This question does not need to rely on opinion. Let's look a European history. There were no wide spread government, at that time most of Europe was still living under some form of tribal law. We would call this Anarchy. Then as spears of influence expanded, more tribes came under the control of the stronger tribes. We called this a Feudal state. There would be no reason to believe anything different would happen in this day. If law fails on a global scale, first anarchy, then feudalism, then Kingdoms, then self governed groups, (American colony's and the like). Then, either democracy, republic or dictatorship.
And at this point we would get to start all over again with the global collapse of law.
Basically, it would be a bad thing for all.

Not possible. Even if there is no "government" to create and enforce laws, each person, or family or group or alliance would create boundaries to guarantee their way of life and prevent infringement by others. Look at it this way, if there were no structure in place that not only protected life, but applied a certain level of guilt to the commission of 'crimes', there would be no moral restraint on normal individuals and, if there were something you had that someone else wanted, they'd have no problem taking you out to get it. If one weren't required to trade something of value for something else of value, there would be widespread theft, and widespread killing of people attempting theft. We have enough disrespect for human life without going back to the days when stealing cattle eliminated any value your life had. There are groups that preach the elimination of laws and a return to pure anarchy, but that benefits no one, as we would spiral into a society much like our prisons, where the most powerful individuals control everyone else through fear and intimidation. Won't that be fun?

The world would quickly degrade into chaos. With no rules, no laws, people would fall back to governing themselves according to their own individual views. We all know how different those are from person to person. With no laws to worry about you could simply kill off who you don't agree with, don't like or otherwise just choose to kill. Think a girl is attractive? Why not just rape her? Her boyfriend a problem? Kill him off... Need a new TV. Go take one from the store. Clerk a problem. Kill him too... Not my kind of place!

People could infringe on our safety without recourse. The strongest would prevail over the weakest, establish their dominance, and we would be subject to their laws.
