I live in Buffalo NY and was wondering if i would be able to raise quail? I think the climate is to cold for them though

Not exactly sure what you want from your question, do you hope to rear and release the quail in to the wild.
If so check out this website, I'm sure if you contact them they will give you all the answers you need

If they are not native to the area don't raise quail and release them.
By doing this it will displace native wildlife and in most cases it is illegal to release non-native animals in an area.

raise or release? You cannot release exotic quail into any area legally, it would displace native birds. Raising them is entirely different.

I would take them to the woods and release them there. I dont know much about new york I live in seattle.
